I had a similar issue getting my PP for CC.
I really wish Celebrity made it easier to get communication. We also didn't receive any offers for the BCC, but when I logged into the Celebrity site I see I had to select the request to receive notifications. I've sent an email last week, but no response, I'm assuming with American Thanksgiving things are a bit backed up. Unfortunately the site is very limited on information and I haven't been able to confirm this yet. When you join a table the dealer will request your SeaPass, and they swipe it, it's my understanding soon as it's swiped you are enrolled into the program. I exclusively play table games, primarily Craps and Black Jack.
